On February 8th, the National Development and Reform Commission issued a notice on doing a good job in ensuring the supply and price of fertilizers for spring plowing and the whole year in 2025. The notice points out that the provincial development and reform commissions and the competent departments of industry and information technology should jointly ensure the production of fertilizers and urge relevant enterprises to implement the minimum production plan; Encourage advanced environmental performance enterprises to fully utilize their production capacity and produce to the fullest extent possible; Improve the water supply capacity for resource-based potassium fertilizer production; Strengthen the connection between the supply and demand of coal for fertilizer production and the guarantee of railway transportation capacity, guide fertilizer production enterprises, coal supply enterprises, and railways to sign medium – and long-term contracts for the production and transportation of coal for fertilizer production based on the electricity coal trading method, and provide convenient services for the registration of relevant contracts by the National Coal Trading Center; Ensure stable production of phosphate ore and smooth cross provincial circulation of phosphate ore. China Petroleum and Sinopec will increase their efforts to ensure the supply of natural gas required for fertilizer production, and prioritize the supply of sulfur produced to domestic phosphate fertilizer production enterprises. Provincial development and reform commissions and relevant parties should strengthen the monitoring and scheduling of fertilizer market prices, and strictly investigate and punish all kinds of price violations; Intensify efforts to crack down on counterfeit fertilizers and increase the participation of grassroots organizations such as village committees. Zhengzhou Commodity Exchange needs to strengthen the penetrating supervision of urea futures, improve the delivery system of urea futures, optimize the delivery layout, facilitate enterprise participation in delivery, improve the quality of market operation, and better serve the real economy. Relevant business associations should strengthen the release of fertilizer supply and demand and price information, and promptly clarify market rumors; Strengthen the construction and application of social responsibility and credit evaluation systems in the field of fertilizers, and guide member enterprises to actively participate in ensuring supply and stable prices of fertilizers.
