On February 6th, the United Nations Security Council reviewed the situation in South Sudan on February 5th local time and put forward suggestions on the situation and challenges faced in the political, security, economic, humanitarian and other fields. Fu Cong, the rotating president of the Security Council this month and the Permanent Representative of China to the United Nations, stated that the international community should continue to provide support to South Sudan from three aspects: orderly promotion of political transition, maintenance of national peace and stability, and response to humanitarian challenges, in order to promote peace, stability, development, and prosperity in South Sudan. Fu Cong pointed out that the political process in South Sudan is about to enter a new transitional period. The Chinese side appreciates the determination and willingness of the South Sudanese government to implement the Revitalization Agreement, and welcomes the positive measures taken by South Sudan in preparing for elections. The Chinese side has noticed the resumption of the “Tumani Initiative” process and calls on all parties in South Sudan to continue to bridge their differences through dialogue, based on the overall national interests. On the issue of political transition, ‘haste makes waste’. The international community should truly respect the sovereignty and leadership of South Sudan, fully consider its actual national conditions, and demonstrate sufficient tolerance and patience. Fu Cong stated that in recent times, there have been multiple security incidents such as tribal conflicts in Eastern Equatoria and Wallab states. China encourages the United Nations Mission in South Sudan to increase its support for the South Sudanese government in promoting inter ethnic dialogue and reconciliation. The international community should assist the South Sudanese government in better assuming its primary responsibility for maintaining peace and protecting civilians. The arms embargo and other sanctions are constraining the development of South Sudan’s security capabilities and should be adjusted or lifted as soon as possible. Fu Cong emphasized that the ongoing conflict in Sudan has led to the influx of over a million displaced and returning people into South Sudan, compounded by increased food insecurity and the spread of infectious diseases, exacerbating the already fragile economic and humanitarian situation. The international community should increase its support, help improve humanitarian response capabilities, and avoid attaching political conditions to aid. Recently, China has provided multiple batches of food, medical supplies, and other assistance to South Sudan, and will continue to do its best to help South Sudan address humanitarian challenges. Fu Cong also stated that on that day, the Security Council conducted an on-site inspection of the work of the South Soviet Union before the meeting using the convenience of “virtual reality” technology, and was pleased to see the presence of China’s “blue helmet”. Recently, a new batch of Chinese peacekeeping personnel in South Sudan have successfully completed their rotation and handover. We believe that they will continue to fulfill their duties and fulfill their mission as always.
