On January 26th, the General Office of the National Development and Reform Commission and the General Office of the Ministry of Human Resources and Social Security issued a notice on strengthening the management of the list of joint punishment objects for wage arrears and dishonesty of migrant workers. It is proposed that relevant departments such as human resources and social security should carry out credit management work in accordance with the requirements of the “Interim Measures for the Management of the List of Joint Punishments for Dishonest Payment of Wages to Migrant Workers” and the “Notice on the Implementation of the Interim Measures for the Management of the List of Joint Punishments for Dishonest Payment of Wages to Migrant Workers” (Human Resources and Social Security Department Letter [2021] No. 161), and strengthen credit constraints on malicious wage arrears and illegal behavior in accordance with laws and regulations. At the same time, by comprehensively analyzing the causes of wage arrears, fully leveraging the educational, regulatory, and deterrent effects of credit supervision and joint punishment, implementing classified policies and multiple measures, and timely and effectively solving the problem of wage arrears for migrant workers.
