On January 25th, the Henan Provincial Fire Rescue Corps recently released the investigation results of the “5.2” fire accident at the Minglun Campus of Henan University. On May 2, 2024, a fire broke out in the auditorium of the former site of Henan University’s Minglun Campus, located at 85 Minglun Street, Shunhe Hui District, Kaifeng City, Henan Province. The fire covered an area of 3410 square meters and resulted in a direct economic loss of 27.438 million yuan. After investigation, it was found that this was a production safety responsibility accident caused by the lack of safety management by the incident unit during the construction process of cultural relic restoration project, illegal and irregular open flame operations by the construction unit, negligence by the supervision unit, illegal design by the design unit, and inadequate performance of the local party committee, government, and relevant functional departments and units. According to relevant laws and regulations, the Henan Provincial Government has established a “5.2” fire accident investigation team for the Minglun Campus of Henan University to conduct a higher-level investigation into the accident. The accident investigation team found that the direct cause of the accident was the illegal use of liquefied petroleum gas spray guns by construction personnel during the roof waterproofing construction of the auditorium repair project. The high-temperature flame baked the waterproofing membrane, causing the wooden roof below the membrane to catch fire and cause a fire. Sixteen people, including the construction party, supervision party, and relevant intermediaries involved in the renovation project of the auditorium, have been investigated by the public security organs and transferred to the judicial organs for legal processing on suspicion of committing crimes. The relevant departments shall impose administrative penalties in accordance with the law on the design, construction, supervision, testing units and relevant personnel involved in the renovation project of Henan University and the auditorium. The disciplinary inspection and supervision authorities have held 32 public officials from local party committees, governments, relevant functional departments, and units who were found to have neglected their duties and responsibilities in the accident seriously accountable. Among them, the Central Commission for Discipline Inspection reported to the Central Committee of the Communist Party of China for approval to admonish Song Zhenghui, a member of the Party Group of the Henan Provincial Government and Vice Governor; The Henan Provincial Commission for Discipline Inspection and Supervision has imposed disciplinary and administrative sanctions on 26 individuals, including Mao Jie, Secretary of the Party Group and Director of the Provincial Department of Education, and Ji Bo, Secretary of the Party Committee of Henan University. Five individuals, including Qi Tao, Deputy General Manager of Henan University Logistics Group Corporation, who are suspected of committing job-related crimes, have been transferred to judicial authorities for lawful processing.
