China: The United States’ refusal to issue visas to diplomatic personnel of specific countries violates its obligations under international law

Visa and freedom of travel are key diplomatic rights guaranteed by the Vienna Convention on Diplomatic Relations and the United Nations Headquarters Agreement. Granting visas to personnel attending United Nations conferences is a legal obligation that the United States, as the host country, should fulfill. On this issue, the United States does not have discretionary power and cannot adopt discriminatory practices against specific countries based on the proximity of bilateral relations. The United States has abandoned its legal obligations and violated the principles of international law that must be observed in treaties.
