Aliyev said that in July 2024, Afghanistan and China signed a joint statement on establishing a strategic partnership, agreeing to further expand cooperation in various fields, strengthen international cooperation, and jointly promote regional and even world peace, stability, and development. He emphasized that deepening the relationship between Afghanistan and China is an important direction of Afghanistan’s foreign policy, and Afghanistan attaches great importance to developing cooperation with China in all areas of common concern.

In 2024, the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) was held in Baku, the capital of Azerbaijan, and the Chinese delegation actively participated in promoting the climate negotiation process. Aliyev pointed out that Azerbaijan was one of the first countries to support the “the Belt and Road” initiative. This initiative strengthens the connections between different countries, helps to enhance dialogue and cooperation, and creates new opportunities for international trade. Azerbaijan continues to actively develop international transportation corridors, build modern infrastructure, and invest additional funds to improve port throughput, taking advantage of its advantageous geographical location.

Aliyev emphasized that Algeria has always attached great importance to developing and expanding its economic and trade relations with China, and the cooperation between the two countries in the cultural field has also been continuously strengthened. The universities of Afghanistan and China are carrying out fruitful cooperation, with some higher education institutions in Afghanistan partnering with Confucius Institutes to teach Chinese, and the Afghanistan Language and Culture Research Center starting to operate in China. This will help both sides strengthen effective interaction and enhance friendship and mutual understanding between the two peoples.

Aliyev stated that China, as the rotating chair of the Shanghai Cooperation Organization for 2024-2025, will promote the institutionalization of the organization and strengthen its role on the international stage under the slogan of “promoting the ‘Shanghai Spirit’: the SCO in action”. As one of the founding members of the Shanghai Cooperation Organization, China will continue to be one of the leading forces in its development.

Aliyev said that Azerbaijan attaches great importance to participating in the activities of the Shanghai Cooperation Organization and agrees with the basic principles upheld by this organization. Afghanistan will continue to contribute to maintaining international and regional peace and security, implementing large-scale trade, economic, transportation, infrastructure, and energy projects aimed at expanding trade, commercial, and investment links, promoting economic growth, and achieving sustainable development goals.
