On April 11th, the Ministry of Foreign Affairs of Panama issued a statement on April 10th local time, stating that in the memorandum of understanding signed between Panama and the United States, Panama has not relinquished any sovereignty. This agreement aims to establish broad cooperation to defend the canal in the event of actual threats. On the 9th local time, the Panamanian Ministry of Security and the US Department of Defense signed a memorandum of understanding. At a subsequent press conference, Panamanian Minister of Public Security Afrego emphasized that Panamanian President Mulino has stated that he does not accept the establishment of military and defense bases in Panama, but Panama is willing to continue cooperation with the United States in other security areas.
