Kang Xiangwu from the Ministry of Science and Technology: Developing Responsible Artificial Intelligence and Accelerating the Construction of Future oriented Governance Mechanisms

On March 29th, Kang Xiangwu, Deputy Director of the First Department of the Ministry of Science and Technology, stated at the Future Artificial Intelligence Pioneer Forum of the 2025 Zhongguancun Forum that it is foreseeable that the era of intelligence is accelerating at an unstoppable pace. While it brings huge development opportunities to human society, it also brings various governance challenges. It is necessary to gather strength and consensus to promote the rapid, orderly and healthy development of artificial intelligence. Kang Xiangwu put forward four suggestions: firstly, to strengthen the innovation of cutting-edge artificial intelligence technologies. Promote the integration of multiple technological paths in artificial intelligence with related fields, support scientists to venture into unmanned areas at the forefront of artificial intelligence, deepen the empowerment of scientific research by artificial intelligence, and accelerate transformative and disruptive breakthroughs at the forefront of science. The second is to promote the integration of artificial intelligence and various industries. Promote the all-round, full chain, and multi scenario empowerment of social and economic development with artificial intelligence, deepen the innovative application of artificial intelligence in industries, healthcare, education, agriculture, and other fields, actively cultivate new industries, models, and ecosystems, and build a good driving force for the development of the artificial intelligence industry. The third is to promote the safe development of artificial intelligence. Adhere to the equal importance of development and security, develop responsible artificial intelligence, continuously deepen research on ethical risks and governance systems of artificial intelligence, improve the technical capabilities of artificial intelligence governance, accelerate the construction of governance mechanisms for future development, and ensure the safety, controllability, and reliability of artificial intelligence. The fourth is to deepen international exchanges and cooperation in artificial intelligence. Actively expanding international cooperation in basic research and cutting-edge technology development of artificial intelligence, promoting joint technological breakthroughs, cross-border data flow, and facility interconnection, strengthening open source and openness, jointly maintaining the security and stability of innovation chains, industrial chains, and supply chains, promoting the formation of AI governance rules with broad consensus, and allowing global AI development vitality to continue to burst forth, achieving mutual benefit and win-win results.
