Putin proposes to establish institutions in Ukraine under United Nations supervision to organize democratic elections

On March 28th, Russian President Putin said during a conversation with the officers and soldiers of the Arkhangelsk nuclear submarine from the night of the 27th to the early morning of the 28th that due to the lack of elections, the current Ukrainian regime lacks legitimacy, and Russia does not know who to sign an agreement with in Ukraine because “a new group of leaders may change tomorrow”. Putin proposed to discuss the establishment of a temporary governing body in Ukraine with partner countries from the United States, Europe, and Russia under the supervision of the United Nations, in order to conduct democratic elections and produce a legally effective government in Ukraine.
