On December 30th, special bond funds were used as project capital, which is an important measure to raise capital for major projects and effectively leverage government investment. Recently, the General Office of the State Council issued the “Opinions on Optimizing and Improving the Management Mechanism of Local Government Special Bonds”, clarifying that the scope of special bonds used as project capital will be expanded and the proportion of special bonds used as project capital will be increased. The interviewed experts believe that with a series of policy optimizations, the overall scale of using special bonds as project capital will increase, but implementation may be limited by the still limited scope of support and supporting commercial financing. To better expand effective investment, we should use a policy “combination punch”. While continuing to optimize the special bond policy, we also need to work together from the aspects of business environment and supporting financial support policies. (Securities Times)
