The 7th CIIE | “Silk Road E-commerce” Cooperation Pilot Zone Formed 10 Institutional Innovation Achievements

Shanghai, November 8 (Xinhua) — It was learned from the 7th CIIE Supporting Event – “Silk Road E-commerce” Cooperation Innovation and Development Conference held on the 7th that the “Silk Road E-commerce” Cooperation Pilot Zone has formed 10 institutional innovation achievements in trade facilitation, cross-border data flow, electronic bills of lading, electronic invoices, etc., and has achieved cross-border data sharing with Singapore, Malaysia, and Kazakhstan.

In recent years, the Ministry of Commerce has accelerated the construction of the “Silk Road E-commerce” mechanism. In October 2023, Shanghai was approved to establish a “Silk Road E-commerce” cooperation pilot zone.

Over the past year, the Silk Road E-commerce Cooperation Pilot Zone has actively connected with the provisions of the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), taking the lead in exploring the international data industry, the circulation and application of electronic documents such as electronic bills of lading and electronic invoices, the interconnection and data sharing of electronic ports, and the application of digital RMB in international trade. A number of sample cases have been formed to connect with the global e-commerce and digital trade rule system, and some institutional innovation achievements have been replicated and promoted in the Yangtze River Delta region, providing platform support for expanding the institutional openness of e-commerce.

Assistant Minister of Commerce Tang Wenhong stated at the conference that “Silk Road e-commerce” carries the commercial spirit of the ancient Silk Road and integrates the innovative vitality of modern e-commerce. The Ministry of Commerce will focus on institutional opening up in the e-commerce field, with a focus on “Silk Road e-commerce”, to strengthen cooperation effectiveness, expand cooperation areas, share cooperation achievements, and “make high-quality characteristic products from partner countries an important component of our consumer promotion activities, and make the Chinese market a shared global market”.

Hua Yuan, member of the Standing Committee of the CPC Shanghai Municipal Committee and vice mayor of Shanghai, said that the “Silk Road E-commerce” cooperation pilot area has opened up new channels for the joint construction of the “the Belt and Road”, created a new platform for the institutional opening in the field of e-commerce, and opened up new space for the upgrading of the Shanghai International Trade Center.
