A journalist from First Financial News found on social media that there are also rumors in Hubei, Shanghai, and other places that “residential electricity bills will rise, and peak pricing will be cancelled and replaced with segmented pricing.”.

In response, the reporter from First Financial also asked the customer service personnel mentioned above about the electricity prices in these two places. The other party stated that the latest residential electricity price adjustment in Hubei Province will be implemented from the beginning of 2021. The electricity price is divided into three tiers based on the annual cumulative electricity consumption of residents. The first tier is 0-2160 kilowatt hours, with a price of 0.558 yuan/kWh. The second tier is between 2161-4800 kilowatt hours, with a price of 0.608 yuan/kWh, and the third tier is 0.858 yuan/kWh. The annual cumulative gas consumption must be above 4801 kilowatt hours.

He introduced that Shanghai is currently continuing to implement the residential catalog electricity price issued since 2012, which is based on peak and valley electricity prices. The peak period is from 6:00 to 22:00, and the valley period is from 22:00 to 6:00 the next day. The electricity prices for the first to third tiers during peak hours are 0.617 yuan, 0.677 yuan, and 0.977 yuan per kilowatt hour, respectively, while during peak hours they are 0.307 yuan, 0.337 yuan, and 0.487 yuan, respectively.

The electricity prices in the above-mentioned regions are completely different from the segmented electricity prices transmitted through the local network.

According to a research report by Debon Securities, since 2023, provinces and cities such as Anhui and Zhejiang have successively issued policy notices to optimize the peak valley time of use price difference. However, this notice only applies to industrial and commercial users and has not yet addressed the residential side.
